CIRES/NSIDC Professional Research Assistant

The National Snow and Ice Data Center (NSIDC), http://nsidc.org , serves as a national information and referral center in support of snow and ice research. Our mission is to make fundamental contributions to cryospheric science and excel in managing data and disseminating information in order to advance understanding of the Earth system.

Job Overview

The incumbent will oversee resource planning and cost control for data management and scientific projects at NSIDC. The Distributed Active Archive Center (DAAC), the largest NSIDC contract, will be the main focus of this effort. The incumbent will provide integrated; 1) budget development and tracking, including related workforce allocation for scientific projects, including scheduling timetables, cost estimation and cost control; 2) performance analysis, budget monitoring, data analysis and ensure consistent information tracking, management and reporting; 3) consulting in cost and project controls to Principal Investigators (PIs), Project Leads, and Service Group Managers.

The incumbent will act as liaison with NSIDC’s parent organization, the Cooperative Institute for Research in Environmental Sciences (CIRES) and with NSIDC’s funding sources: the National Aeronautical and Space Administration (NASA) Earth Observing System Data and Information System (EOSDIS) Project Office, the National Oceanic and Atmospheric Administration (NOAA), National Science Foundation (NSF), and other agencies or organizations.

Duties

A. Project Planning

  1. Provide proposal support to the PIs, including developing project budgets
  2. Working with project managers, establish project milestones (cost and scheduling deliverables) for each project
  3. Establish a master workforce allocation schedule, for the DAAC and Data Center
  4. Lead the DAAC Annual Work Plan process
B. Resource Allocation
  1. Workforce allocation
  2. Make equipment and material forecasts with the PIs
  3. Establish resource and schedule priorities
C. Budgeting and Cost Control
  1. Establish annual budget baseline for all expense categories
D. Relationships with other Groups
  1. Internal, support to the Director
  2. External (customers and suppliers)
